Docklands Oversight and Consultative Forum

The Docklands Oversight and Consultative Forum (DOCF) is a statutory body appointed by the Minister for Housing, Planning & Local Government. The DOCF may advise Dublin City Council and its strategic policy committees in relation to any of its functions relating to Docklands with particular emphases on enterprise and employment, education, housing, planning, the environment (including the natural and built environment and the amenities of the area) and the interaction of communities.

The Forum consists of a Chairperson and 21 ordinary members nominated from Docklands organisations. Its composition is as follows;

4 Elected Members of the City Council
5 members of persons engaged in community development
5 members engaged in economic activity
1 member from an educational organisation
5 members from public authorities

Michael Stubbs - Chairperson

Michael retired in 2012 having worked for over 39 years in a wide variety of roles in Dublin City Council.
He worked in the Economic Development Department, forging partnerships between the City Council, city businesses and universities. As an Area Manager he worked closely with local Councillors and community groups in the South East and South Central Areas. As Assistant Chief Executive with overall responsibility for the Planning & Development Departments, he oversaw the preparation of City Development Plans, SDZs and Local Area Plans.
He was a member of the Dublin Docklands Development Authority and chaired its ’Planning Committee', which dealt with strategic planning applications for the Docklands area.

Owen P Keegan

Owen P Keegan was appointed Chief Executive of Dublin City Council in September 2013 having served as County Manager of Dún Laoghaire-Rathdown County Council (DLR) from February 2006. Before joining DLR he worked for Dublin City Council, where he was Assistant City Manager and then Director of Traffic.
Prior to October 1993 he worked as an economist for DKM Economic Consultants/Davy Stockbrokers. He has also worked in the Department of Finance, the ESRI and for two periods in the Department of the Environment, Community and Local Government.
Mr Keegan is from Dublin. He holds degrees in public administration, economics and civil engineering.

Gina Quinn

Gina is President of National College of Ireland (NCI) and is privileged to be leading NCI’s mission ‘to change lives through education’.
NCI is a not-for-profit third level college situated in the heart of Dublin’s International Financial Services Centre and Silicon Docks, providing third level under-graduate and post-graduate programmes in Business, Computing, Psychology, and Education.
NCI has a strong commitment to early education and delivers the Early Learning Initiative to children and families in inner city Dublin and beyond, focusing on improving literacy and numeracy in disadvantaged communities.
Previously, Gina worked as Chief Executive of Dublin Chamber and as CEO of Gandon Enterprises, the Commercial division of the Rehab Group.
A Psychologist by training, Gina holds a BA, Psychology and MBA from UCD, an MSc in Cyber Psychology and is a Chartered Director. Gina is also a Board member of ESB Networks, Verve and the Docklands Oversight and Consultative Forum and a recipient of the Alumni of the Year Award from UCD Michael Smurfit Business School.

Alan Robinson

As Alan has worked in the Docklands for 10 years and lived in the area for five, he now considers himself a Dockland native.
Alan has been a member of the Docklands Business Forum since 2009. He served two consecutive years as Chairman from 2011 to 2013. In December 2012 he was appointed the Forum’s first Chief Executive Officer.
Alan has brought a number of initiatives to the Forum including the Docklands Volunteer Day and the Docklands Business Awards. He has also written many of the Forum’s policy papers including its observations to Dublin City Council on the Strategic Development Zone, its response to the introduction of a Public Service Broadcasting Charge and the Forum’s vision for the future of the Docklands business district ‘Joining Up the Docks’. In 2017 Alan was appointed to the Docklands Oversight & Consultative Forum (DOCF) by the Minister for Housing, Planning and Local Government. He serves as Chairperson of the DOCF Sub-Committee on Communication, Technology & Innovation.
Not bad for a south side Docklander!

Michael Ingle

Michael Ingle grew up in Sandymount and has a long family history in the South Docklands area. Community development and activism have always been an important part of his life. He has been a director of Longboat Quay Management Company since Dec 2012, through this he helped found GCDRA in early 2014.
Michael is sales and marketing director of a distribution business, working there since 2003.
Grand Canal Dock Residents Association
Grand Canal Dock Residents Association (GCDRA) was formed to give a voice to the new community living in the area, we host fun community events and share information on local developments with our members. We are devoted to enhancing the quality of life of our members and all the residents of the Grand Canal Dock area in a fair, democratic and inclusive way.

Councillor Claire Byrne

Claire Byrne is a Green Party Dublin City Councillor for the Pembroke –South Dock / South East Inner City ward. Elected in 2014, Claire has been working hard since to influence city policy in the areas of better planning, arts and culture, environmental protection, sustainability and improving the quality of life for the citizens of Dublin. She is a member of the Dublin Docklands Oversight and Consultative Forum and the Communications, Technology and Innovation sub-committee. She is also an active member of The Environment Strategic Policy Committee and the Arts, Culture and Recreation Strategic Policy. Claire is also The Green Party Spokesperson on Arts and Culture.
In her other work, Claire is a Senior Project Manager with a company called Real Nation, designing, developing and implementing projects and events for school students in environmental awareness and education. She is also a Sustainability Consultant for the outdoor events industry working for Body&Soul among others, working to creatively engage the audience with the issues of climate change and sustainable living, a parent and a dog owner.

Dolores Wilson

Dolores is an active member of her community in the South Docklands with over 40 years’ experience working and campaigning for the area. Dolores is a founder member and current Director of the St. Andrews Resource Centre Pearse Street Dublin 2.
A member of the Credit Union Advisory Committee and founder member of the Grand Canal Docks Trust and the Grand Canal Catering Co-Operative.
Dolores has undertaken extensive work as both an advocate for the local community and has been deeply involved in developing the community and area in her role as a Council Member in Dublin Docklands Development Authority and as a Director of the Docklands Community Trust.

Owen Reilly

Owen Reilly has lived in the Docklands for the last 13 years. Owen is an estate agent and founded his own company at Grand Canal Dock in 2008. He specialises in the selling and letting of property in the Docklands area. Owen is the joint owner of (he believes) the best dog in the world and has a keen interest in animal welfare. Owen represents the Docklands SME & Start-up Partnership on the Docklands Oversight & Consultative Forum

Bernard Sheridan

Bernard Sheridan is the Director of Strategy & Governance in the Central Bank of Ireland and was appointed to his current role on 1 September 2017. Prior to this appointment, he was Acting Deputy Governor, Financil Regulation, and Director of Consumer Protection. Bernard joined the Central Bank in 1985 and has held a range of senior positions including head of Domestic Credit Institutions, Consumer Protection Codes and Consumer Information Divisions. He also previously held the role of Chief Operations Officer of the Investor Compensation Company Limited (ICCL).
Bernard holds a BComm from University College Dublin (UCD) and an MSc in Investment and Treasury from Dublin City University (DCU)
The Central Bank of Ireland serves the public interest by safeguarding monetary and financial stability and by working to ensure that the financial system operates in the best interests of consumers and the wider economy.

Mark Fay

Mark Fay lives in Seville place, Northwall, Dublin 1, in the parish of saint Laurence O'Toole. He is married with 4 children and a jack russel. Marks family has hailed from the Northwall / sheriff st area since 1884 . Mark is the chairman of the ACRG after care recovery group in Seville place, and is also on the board of the Northwall CDP / the Oasis Center / Saint Laurence O'Toole National School / the after schools education program / the Northwall Community Association and is a support member of saint Joseph’s O Connell boys GAA club and Docklands Boxing club in Northwall. In his spare time he also runs the family business, the K + A store on Seville place.
